Boldly Blue is a vibrant almost royal blue, which is one of the most beautifully intense eye colors we’ve ever seen.  It goes on completely sheer while keeping its bold look in the dry application.  Applying it wet (foiling) shows a brilliantly bright blue with a full coverage effect. 

Picture a blue snow cone and you will know this color!  Particularly flattering to both brown and green eyes and perfect for a dramatic pop of color as an accent.
